Rand Paul, R-Ky., says the appointment of Congressman Tim Scott, R-S.C., to the Senate could help Republicans and the Tea Party among African-Americans.</p><p>Scott will succeed <a href="http://wfpl.org/post/mitch-mcconnell-praises-jim-demints-uncompromising-service">retiring Sen. Jim DeMint,</a> who is leaving for the Heritage Foundation.
