Local Option Tax; Petrino Returns; Kentucky Polls; Sugar Plum Fairy: Today on Byline

Here is what we cover in this edition of Byline:At the top - Louisville Mayor Greg  Fischer made his case this week for a local option sales tax.    Fischer told the Metro Council that the city needs more revenue options to fund ambitious projects that will help the city remain competitive.  The mayor wants lawmakers in Frankfort to approve a constitutional amendment that would allow the cities to put temporary sales tax increases to a public vote.  WFPL's Phillip M.
