We're sorry to start the first work day of 2013 on a negative note, but here goes:

Though the House voted 257-167 late Tuesday to OK legislation that kept the federal government from going over the so-called fiscal cliff — and stopped income taxes from rising for about 99 percent of Americans — lawmakers didn't reach agreement on other very divisive issues.

Well, here we are. It's New Year's Eve and with just hours to go before the end of the year and the arrival of the so-called fiscal cliff, Democrats and Republicans in Washington are still trying to strike a deal that heads off automatic increases in taxes, automatic deep spending cuts in a variety of programs and the automatic expiration of some jobless benefits.

Though he is reportedly alert and enjoying a "running banter" with his nurses, former President George H.W. Bush is in the intensive care unit at Houston's Methodist Hospital.

The Houston Chronicle writes that "Jim McGrath, Bush's spokesman in Houston, said the 88-year-old's fever rose on Wednesday, but doctors at Methodist Hospital report he is doing better than the day before. He was admitted to the ICU on Sunday."

President Obama announced this afternoon that he will nominate Sen. John Kerry, D-Mass., to be his next secretary of state.

Kerry's long experience in the Senate (he was first elected in 1984) and especially in foreign affairs (he chairs the Foreign Relations Committee) mean the senator's "not going to need a lot of on-the-job training," Obama said.

Saying that last week's mass shooting at an elementary school in Newtown, Conn., could have been prevented or stopped if there had been armed, trained security personnel on site, officials of the National Rifle Association on Friday called for Congress to appropriate funds to put police officers in every American school.

There are two positive economic signals to pass along this morning:

-- The Census Bureau says orders for durable goods rose 0.7 percent in November from October. That follows a 1.1 percent rise in October from September and is the sixth increase in the past seven months.
