A federal court of appeals has ruled that the Environmental Protection Agency can regulate carbon emissions from vehicles and power plants. The court also upheld the agency’s scientific determination that greenhouse gases pose a danger to human health.

In an unexpected move, West Virginia Senator Jay Rockefeller addressed the Senate today to speak against a resolution that would register objection to the Environmental Protection Agency's upcoming restrictions on mercury emissions from power plants.

Senate Minority Leader Mitch McConnell addressed the Senate this morning on the Environmental Protection Agency's Utility MACT (or Maximum Achievable Control Technology) Rule, which would require power plants to control emissions of mercury and other toxic substances. McConnell's press office's Twitter feed offered a preview of his remarks:

Researchers from the University of Kentucky will begin interviewing citizens, businesses and non-profits this week about Floyds Fork. This is part of a collaboration between state and federal agencies to rehabilitate the watershed.

Floyds Fork has been designated as “impaired,” which means its waterway can’t fulfill its designated functions. The state Division of Water has asked the EPA to help determine the maximum amount of pollution that can be discharged into the watershed without exceeding the state water quality standard.

Many of the people living near the former Black Leaf Chemical site in Louisville’s Park Hill neighborhood now know their yards are contaminated. But they want to know what the health risks are and whether the federal government will clean up their property. They got few answers at a meeting tonight.

Last month, the Environmental Protection Agency released results of soil testing in the neighborhood. All fifty of the homes adjacent to the former Black Leaf Chemical site were contaminated—some with heavy metals, and some with traces of pesticides.
