A recent report from the Kentucky Justice and Public Safety Cabinet found that hate crime incidents declined statewide in 2007, while the number of hate groups increased. But what do these numbers mean for the safety of Kentuckians? And how viable is hate crime data, when many (or most) incidents go unreported?
