History of Timekeeping

STATE OF AFFAIRS 02/08/11:  Everyone knows to reset the clock twice a year when we spring forward or fall back. But is Daylight Savings Time as relevant and useful today as when it was first proposed in 1895? Who first decided how long a day, a month, or a second would last? And what strange circumstances give us an extra day in February every four years?
