Kentucky House Approves New Rules

From Kentucky Public Radio's Tony McVeighThe Kentucky House has approved some rules changes designed to make the chamber operate more efficiently.Under the new rules, House leaders will no longer serve on the Appropriations and Revenue committee. That will free up some seats for other members.But House Speaker Greg Stumbo says leadership will still participate in closed-door negotiations at which final budget agreements are reached.“It’s going to be almost impossible to not have leadership involved when you’re working on a compromise to craft a budget that’s very complicated and then come back in here and convince the members that it’s worthy of passage," he says.Stumbo says the rules also should help move legislation along more smoothly during sessions, by clarifying session calendars and preventing end-of-session gridlock.
