Leaders Clash in Budget Debate

From Kentucky Public Radio's Tony McVeigh With House and Senate budget negotiations looming in the Kentucky General Assembly, a feud has broken out between two of the top negotiators. Senate President David Williams says House budget chairman Harry Moberly should recuse himself on budget issues that directly involve Eastern Kentucky University, because Moberly’s a top administrator at the college."It’s clear that he is, under the present law, prohibited from participating," said Williams.Moberly says he’s in full compliance with the legislative ethics code and Williams is just trying to stir up trouble before budget negotiations begin."We are allowed to participate in advocacy, as long as that does not apply to us specifically," said Moberly.The rift is already having one effect on pending budget negotiations. House Speaker Jody Richards says he will move to open the negotiations to public view.
